The 2025 China Textile Market Conference was held in Keqiao

Against the backdrop of the reshaping of the global trade landscape and the accelerated penetration of digital technology, China's textile and garment circulation sector is entering a new stage driven by both cross-border e-commerce and domestic e-commerce. On November 7th, the 2025 China Textile Market Conference with the theme of "Dual Electricity Integration · Linking the World" was grandly held in Keqiao, Shaoxing, Zhejiang Province.


Xia Lingmin, Secretary-General of the China National Textile and Apparel Council, Xu Jianhua, President of the Circulation Branch of the China National Textile and Apparel Council, Xu Feng, Director of the Information Office of the China National Textile and Apparel Council and President of Textile and Apparel Weekly Magazine, Xu Songjie, Member of the Standing Committee of the CPC Keqiao District Committee of Shaoxing City, Party Secretary of Shaoxing Keqiao Economic and Technological Development Zone and Party Secretary of Ma 'an Sub-district More than 300 representatives from market business districts, industrial clusters, local associations, e-commerce platforms, and enterprises related to the industrial chain attended this conference to jointly explore new paths for digital transformation and global supply chain reconstruction in the textile and garment circulation field under the new situation.


The conference was presided over by Wang Shuiyuan, vice president and secretary-general of the China Textile Industry Enterprise Management Association and vice president of the Circulation Branch of the China National Textile and Apparel Council.


Xia Lingmin pointed out in his speech that "dual-electricity integration" has become the core driving force for industry transformation. Its essence is to be data-driven and achieve full-chain connection from activating domestic consumption potential to expanding the international market. He put forward three suggestions: First, to consolidate the digital foundation of "dual-electricity integration" through technological innovation and accelerate the application of AI and big data in the flexible supply chain; Second, with brand building as the core, we should promote the leap of "Made in China" to global brands and break away from low-price competition. Third, based on ecological co-construction, we will remove the bottlenecks in the industrial chain, supply chain and data chain to provide support for enterprises to go global.


In his speech, Xu Songjie introduced the practice of International Textile City in the integration of dual electricity. He pointed out that Keqiao is making every effort to build a three-in-one integrated development mechanism of "live streaming + platform + cross-border e-commerce", and has achieved remarkable results. From January to August this year, the export volume of cross-border e-commerce reached 10.552 billion yuan. Keqiao is striving to make a leap from relying on "a piece of cloth" to connect the world to relying on "data chains" through special policies and measures such as the Light Textile Digital Trade Port with a total investment of approximately 4.8 billion yuan.


Authoritative analysis of the new system under the dual circulation pattern


Wang Wei, the former director of the Institute of Market Economy at the Development Research Center of The State Council, pointed out that the world is undergoing major changes unseen in a century. The competition among major powers, geopolitical conflicts and the new round of technological revolution are profoundly driving the reshaping and adjustment of the global industrial and supply chains. Against this backdrop, China is accelerating the formation of an endogenous growth and development model dominated by domestic demand and driven by consumption. With the advancement of the construction of a unified national market, domestic consumption has demonstrated the characteristics of "stabilizing and innovating, with enhanced resilience", among which service consumption and digital green consumption have become new drivers of growth. In the future, domestic demand will become the main driving force for promoting the mutual reinforcement of domestic and international dual circulation. China's super-large-scale "world market" is becoming a new advantage in participating in global competition.


Liu Xin, director of the Industry Department of the China National Textile and Apparel Council, analyzed that the industry is currently in a period of deep adjustment. In the first three quarters of 2025, the revenue and profits of large-scale enterprises decreased by 3.8% and 7.2% respectively compared with the same period last year. However, the domestic market has shown remarkable resilience, with online consumption growing rapidly - sales of sun-protective clothing increased by 210% year-on-year, and search volume for new Chinese-style clothing soared by 580%. She pointed out that more than half of the surveyed enterprises have made "capacity upgrading" their investment focus and should build a modern industrial system through technological transformation and product innovation.


Xu Jianhua emphasized that the circulation link is the "main battlefield" for industry upgrading. In an era when the supply and demand relationship reverses and consumers become scarce resources, professional markets need to shift from "supply-driven" to "integrated innovation". He proposed two major tasks: the first is to achieve business model innovation with "digitalization and intelligence" as the core foundation; The second is to embrace the "second half" of the competition for existing customers with "branding". Meanwhile, he called on the market to draw on the successful experiences of places like Keqiao, Changshu and Honghe, and accelerate the integration with cross-border e-commerce and market procurement trade.
